This is partially answered in the Q&A at the back of the battles book.
Page 103, OUT OF COMMAND UNITS:

"...Don't place Blast markers on out of command units because it has
wierd effects on army morale... An out of command unit can't be
nominated as the new HQ if the old one is detroyed, even if the rest
of the detachment is wiped out."

So in the above question, the out of command units would be destroyed,
counting against the break of the unit normally. No blast markers
would be incurred unless some in command units were also involved.

I would also like to add another rampaging question:

If a rampaging unit is in a detachment which loses a FF, it is not
automatically destroyed (this is in the last Q&A). Does the unit have
to retreat, or does it stand it's ground?

(or is this a silly Q.?)
