Walkers question

A doubt...

Walkers are treated as Infantry or as Vehicles? In my club we treat
them as hybrids: Infantry for movement (can enter woods/forests, even
at charge rate) and vehicles for all the rest (-1 armor to side, -2
to rear, 180° forward fire arc, cannot enter buildings, etc...).

Is that correct?
