these rules sound really good, it's quite possible they could be working soon...
I agree with Nils, too easy to pin down small units like eldar and Slann, also a pain in the ass for fast armies. We could balance this, allowing a basic morale roll for a supressed unit (call it INSANE BRAVERY)? If the unit gets the roll it can move (or full move for vehicles) at the risk of losing units (5+ each stand/model). If the morale roll is failed the unit loses a stand/model and stays supressed (oh, poor expendable probe troops...). Shooting penalty is still in efect for BRAVE models (they are brave, not fools (at least not completely. Yet), they try to run heads down and zigzag). Note that INSANE BRAVERY for an ork clan would result in heavy looses. This is intended to be used as a critical tactic because if not, well, you'll see...
This way, it's possible to counteract suppression by armies with good morale troops who are divided in small units ( each SM devastatator Detachment = 2 sup. counters for 3 Aspect units) at high cost though. In the end, this would mean well trained or fanatic troops which can be driven to a charge through a curtain of fire even when heavy loses are expected (and due to) to achieve a very important objective. Obviously, an average of 1 third of the survivors will die before moving...Sometimes it's hard to be a Space Marine...
Note that this means a penalty when compared with critters and chaos but I think it doesn't matter because:
- If you fight against critters or Chaos and you get more supressed units than them, something's is going REALLY bad for you. Remember than supressing they units you force them to loose one extra stand if moving.
- If you fight any other army, you're in the same rules, so who cares?
Another point: troops under cover could get the same treatment as others, with the next exceptions:
-1 cover: halve supression markers before rolling
-2 cover : no firing penalty even when supressed, halve supression markers before rolling
Some more points:
- Unmodified saves 4+ or better, no effect. 5+ unmod and 6+ unmod possibly halve rolls?
- Note that HQ units, Inquisitors and other morale boosters do affect the possibility of INSANE BRAVERY, but not the suppression fire received (which is quite more logical, BTW).
- Suppressed Skimmers should loose pop-up ability when supressed? (Instead of waiting for their pop up, you cover them with fire so they forget about trying)
- Tanks under first fire should be given advance orders and a minimum move (25%) when supressed?
Other ideas to develop for rules revision:
- Full list of partly-inmune-to-supression units (Let's say...Fanatics?): Nids(all?), demons, Chaos troops with GD alive, madboyz? Grey Knights vs Demons?...

I think he means the small detachments. However, the Guardian detachments aren't any smaller than marine detachments, and if these rules discourage all-aspect armies that is, IMO, a good thing. Also, it is worth noting that passengers aren't suppressed even if their transports are.

I agree. This looks good... A suppression rule that doesn't favour any army and it doesn't require too much bookkeeping.
One question though. What about robotic minds? Do they act the same way as juggers/rampage?
