It takes some getting used to, but after a few games with fliers on each side you get a feel for what good tactics are. In a standard game between 4-6000 points, anything over three squadrons of fliers and one or two AA units is just too must points spent and will hurt the ground offensive.

True, if you play a non-Tzeentch/non-chaos marine army you will have no air cover of defense. Of course that will mean you will heavily outnumber a opponent with fliers, you'd be suprised how easy it would be to win without air cover. Its a gamble of course, but thats the point of playing the game!
