Game balance. Infantry has to be fragile at this level of play and powers very limited. Otherwise you get these super-infantry walking around that are better than vehicle units. That the same rational behind net epic not having personalities and special characters. The Harlequinns already have one special power, too add more would make them too good.

Balance and fluff. From the fluff only humans have evolved some kind of reliable combat medicine. Its not to say the Eldar dont have doctors, but nowhere in the fluff has it mentioned battlefield medics. If we give every army what another has you lose that special something that makes each army unique. Its the same eldar heavy weapon units are not popular (although there are such units in the book as optional ones, I doubt if they are ever going to be made core).

The bio-template does not scatter, it keeps its course, but the titan gets its holofield save. If the save is made the template just didn't make contact and continues in a straight line to the extent of its range.

Strictly speaking its a special card and needs a special card slot. But i think it should be changed to a support card upgrade.

Yes. Pop-ups are quick things and it would go back down towards where it was (in combat).

The Avatar MUST go towards the nearest enemy in a terrain it can enter (more wording to change), therefore you are correct in that it could ignore those in buildings to charge tose in open ground.
