My first experience of Termies with Cyclone Launchers
was in 1st ed 40K (Rogue Trader), and they were
hideous. They could step out from behind cover (they
were move-and-fire weapons) and let rip with all 12
missiles at once. Everything within a 6" radius of
the target point died - that was a big radius! With
Orks you didn't even get to make armour saves. Why
did the Termies fire all 12 at once? Because their
opponents, no matter who they were, turned every
single gun in the whole army towards the Cyclone
Launcher as soon as it appeared on the battlefield.
Everything from lascannons to heavy plasma guns (on
max power, of course) were emptied into the damned
thing, and even the oh-so-rare Vortex grenades were
lobbed at it. This continued every round until that
particular Termie was reduced to a messy stain on the
floor. Then the game continued as before, assuming
there was anybody left to continue fighting.

It was a classic case of GW introducing a new toy
without playtesting it first, and with no regard to
the effect it would have on game balance.

If you want to let man-portable barrage weapons into
the game, and particularly if the Termies carrying
them are allowed to teleport in, then the cost needs
to be very steep indeed.
