Granted, units where the players doesn't have total control like the
avatar (and chaos androids) should either cost little or nothing, since
they may be or use or not at all. Other free cards like jet bikes and
dire avengers should be paid for.

Okay, Eldar Avatar are powerful and free.
But I've never see the Avatar doing this great things...
after all It's follow no strategy, and must be moved first of all.
I think that all player can easyly neutralize him.
Remember that Avatar simple not "lead" an Eldar force, but precede him,
follow only is rage!!
