Much of the technology has been lost for millenia, and are now slowly being rediscovered. Often, there must be psychers available to understand and comprehend the archaic text/technology.
For example, the humans rely on psychers to move through warpspace, while Eldar have warpgates. Squats, being the most technological advanced race in the universe, use machines on board their ships for this purpose. (For the record, Slann also use psychers:-))
