Battlegroups are optional according to 4.1. They were never that popular
since GW gave you a free titan in one. Even Net Epic was not much of an
improvement since it gave them a free hull. All-in-all they are still
there as sort of an after thought. On more than one occasion they were
scheduled for deletion.
In essence the problem is a trade-off in coherency (since battle group
titans must observe 25cm coherency) and some sort of discount. I'd say
20% sounds good. This is 100 points for a reaver of 500 and 160 on a
warlord of 800. That sounds about right.

Optional ???
The titan battlegroups arent really optional IIRC.
