I have to disagree here: see below.

Actually, it depends on which fluff you go by. In the older fluff, the
Chaos Marines had all of the same tech that their loyalist brothers had,
even several thousand years down the road. Its only in the newer fluff
that they have started to limit the stuff the rebels could use. I don't
have a problem with letting Chaos Marines keep their Land Speeders and
Whirlwinds. They aren't game-breaking units in my experience.

The Whirlwind and the Land Speeder have both been around since the Heresy
as well. Only the Razorback, Land Raider Crusader, Predator Annihilator
(the one with only lascannons) and possibly the T-Hawk are post-Heresy units.
