Fluffwise, I have read that it is the Slann who made both eldar, humans, orks and even the Tau. They also made the tyranids, but at some point the expiriment went terribly wrong. Off course the Slann has not verified this...

I seem to recall that the Bugs were of Slann origin as well, but were a late addition to the pot, and the Slann seriously retrogressed after their creation. That's why the Nids are so dang nabbit awful, and uncontrollable.
