The rule was intended to avoid people doing preferential targeting of HQ
units, BUT....

HQ's in groups or in buildings are valid targets. IF you are an ork
player and like mixing the nobz in with the rest, you take your lumps
when bombarded by template attacks. I personally keep them separate and
in command range than mixed, but thats just a personal preference.

No. It automatically hits the lowest leg location, no scatter.

Rokkits are better than you think. Yes, they are hard to aim. Yes they
are hard to accurately hit with. They are, however, very effective.
They are, like all artillery, best used against a numerous opponent. I
use mine to target Orks and Imp Guard. Plus they are fantastic at
denying an area to your opponent. Does your opponent have a bottleneck
they need to get through? Plug it up with a Pulsa Rokkit! I can't
count the number of times this has paid off for me.

Pulsa rokkits are a unit that not everyone likes or has luck with. Me I
have down the ranges down cold and it is extremely effective, too much
so, thats why the cost is high. As mentioned they are good ways to
interdict high traveled routes or deny entry to VP buildings and structures.

Its 100cm. An scouts get 2d3, since their gun is smaller.
