The SM commander special card is either a Lt.Commander, or the Chapter
Master. I would say it's a Lt.Commander, as that would leave room for
another special card, Chapter Master. Probably wouldn't be much
different than the current special card, but could provide a +1 morale in
addition, to all SM units on teh board.
