The idea of a airlifter in the line of the squat gyrocopter could work fine
for an urban assault army, but I resent that any other imperial force than
SM should get transports with a move greater than 25 cm. That should be
reserved the SM only to help keep the integrity of the army.
I also liked the idea of making an armylist for a planetary defence force.
You might consider to make some all new units. This website has some

Only Seraphims have jump packs. Archangels have flight packs but they are
limited to one support card per company. They do have rhinos, however, as
separate rhino companies. The idea was to get them a regular airlifter
incapable of space flight.
