If you take away the Necron troops save they are weak unless you raise the
repair to 4+ for the troops. The there wouldn't be any consistency with
Necron troops and vehicles. So leaving them as is probably the best option.
Or...
You could raise the repair to 4+ for all Necron units (remember units that
regenerate usually do so on a 4+). By doing this you eliminate the armor
save for the infantry units but keep the costs the same. Let's remember each
army has some built cost savings in their CC and even some support cards.
This wouldn't make the Necrons too powerful and would even the equation
(foot troops are weakened but vehicles strenghtened a little). (Ork command
units come cheaply compared to other army's commands). Just a thought.
