This point is not very clear in every version of the background... I think
we could say that the Imperium is stagnant. Even a slow development could be
assimilated to a stagnant situation as the imperial ressources are huge!
Significant discoveries only come from the STCs. In addition we all kwow
that medicine and commercial technologies have often a link with military
technologies so if the military technology is stagnant the other
technologies are also stagnants...
