Your saving throw values sound very reasonable.
The reason rifles get -1 to save is both versus infantry in MRC armor
(british body armor developed in 44 or thereabout) but also to represent
rifle grenades and other things which MIGHT be able to waste a tank with a
bit of luck (or at least damage it heavily)
