You are correct Warprat, this is the appropriate interpretation

This is interesting, but I'd leave it as optional until further tested. I
tend to view the pulsar as a "shield stripper" rather than a "titan killer"
weapon so I dont really mind any relative toning down the weapon suffers
with the new rule. In my opnion it earns its 150 point value just on its
ability to take shields down alone, after all this is what truely makes it a
fearsome weapon. Anything that can take down most or all shields in on
"shot" is expensive to begin with.
