Um, not exactly. The way I interpret the rule is that you roll a d6 for the
first hit and apply result. For the second hit you roll a d6, add 1 to the
roll and apply result. Each subsequent hit adds a cumulative +1 modifier to
the damage roll.

With the interpretation I think:
2 hits get through.
Roll 1d6 for the first and apply result.
Roll 1d6+1 for the second and apply result.
If there were a third hit, it would be 1d6+2 and so on. IMO this won't
weaken the pulsar.
