What if they have a zero CAF to begin with? Or negative CAF? How about
this:
Units CAF is halved (or even quartered)on the turn they used forced march
(round down). Units with a CAF of zero or less defend with a CAF of one
worse than they already have.

I think this is too strict. With the restrictions above they already are
sitting ducks against any kind of assault. I would leave this one out.

-->The forced morale check is probably redundant, especially if the
Marching unit is assaulted. With the CAF penalty, the unit is most
likely going to have enough casualties to cause a morale check anyway.
