That is what the rules say, however I can not quote chapter and verse
right now, as I am at my desk, pretending to be at work, so I don't
have
my rules handy. IIRC (and I think I have this one right) a stand IN
woods or a building counts as "in cover" for the rules on firing. A
stand BEHIND a chunk of terrain counts as hidden. Please recall
that
if you are firing at a detachment that is mix in and out of cover,
then
you can only hit the ones in cover if and only if you apply the "in
cover" modification to the whole detachment.

I go with Looney on this one (careful the sky might fall if we agree
on anything)

1. Detachment in cover. Can shoot out and can be shot at.
2. Detachment behind cover. I.e. wood. Cannot shoot through, cannot
be shot.
3. half in half behind. Half can shoot out half can't.

Erik talks about a 15cm rule. The 2" rule in 40K never worked for us.
We ended up going with the edge of the woods.

Whatever way you do it as long as it is equal. If you cannot shoot
out then they cannot shoot in.

If you use the 15cm rule, the Daemons will have a place to hide. That
will help the chaos player having problems with Eldar.

The way we play (1 above) When they go into the woods to get their 6+
I am able to shoot them.
