Thing is that for IG it doesn't matter. Unlike Space Marines, they pay
the extra 25 for every three main force units (each HQ stand has the 25
factored in). So unlike with other armies, the larger detachments
don't actually defray the HQ cost since you have to keep buying more
HQs!
This means that small detachments are equally as point efficient for
IG.
