Yep. Even artillery has a hard time deliberately destroying
structures. Take a look at many buildings in France in WW1. These
were obliterated only after serious and sustained bombardment. Take
a look at Hue in 1968 and think about the firepower expended there.
The main aim of artillery is to destroy infantry in the open or under
light cover.

As an example, take the Somme (WW1) and Long Tan (Vietnam, 1966) The
former demostrated that infantry in good cover are little effected by
the bombardment (100's of guns) while the latter demonstrated what
a small number of guns can do to infantry in tree cover (which isn't
really cover at all), and that was only 12 guns, 105's at that.
