In the new rules a loser of CC is broken and automatically falls back,
there is no morale check in this instance. The broken detachment
can then make a morale check at the end of the turn to become
unbroken.

Morale checks will be based on the amount of supression a detachment has
received and will prevent a det. from moving or charging. Broken
detachments can always make a fall back move. Certain types of troops
(e.x. Space Marines) can reroll Morale checks, also any det. HQs within a
certain distance of the Army Commander can reroll.
