What about a single detachment with 9 squads and three HQ's? No one has
ever claimed that the price of IG units is incorrect, just that they get
screwed by having a 75 point surcharge on a full detachment instead of
everyone else's 25 point surcharge.

I also note that you are comparing only firepower and assault, and are
not considering survivability. Keep in mind that you have to roll a
1 or a 2 in order to *miss* a Guardsman. In order to compete with the
Marine infantry (which is the comparison you are drawing here) the Guard
need numbers. Unfortunately, their massive surcharge prevents them from
getting the numbers they need for the same points as spent by the Marines.
