WD tactics and battle reports are notoriously bad for violating rules,
though. You have to stick with the Q&A. We always allowed CSMs, Squats and
androids to use rhinos (basically anything 5 to a stand) with beastmen being
questionable.

It would be nice to field something like that. I suggest you look at Scott
Shupes Forgotten Traitor Legions on his web page. Pretty good,
well-balanced rules (except the primarchs should be 250 points since they
lack significant powers - Scott and I already argued that one ;) ). The
black legion can be fielded without their primarch, and I think you could
easily adapt rules to allow any chaos marine company to be taken sans primarch.
