We're talking about a point based game between equal sides. The way you
equalize forces in this game is through the point values provided. If it
turns out a unit performs out of proportion to it's point value (whether
better or worse) it disrupts the system and is, thus, cheesy.
Vary little to do with real world history here. Which is more popular in
WW2 gaming: Eastern Front (fairly even match) or the invasion of Poland?
(and BTW in most "Poland" scenarios the victory conditions aren't "can
Poland beat Germany?" but "can Poland hold them off longer than happened
historically?"
