which the only imperial guard detachments are artillery.

I think the ability to inflict criticals is a key part of the vortex missile.
The problem with vortex missiles is not their ability to inflict criticals, but
the number of hits they inflicts.

No, the purpose of competition is to see who is the best general. The Umpire(s)
will have the ability to exclude a players army if they judge it is painted
awfully.
