There is a special rule, in the SW role playing game, allowing
stormtroopers of the same squad to adjust their fire by joining their fire
power, this could be represented by the fast fire competence.
But you're right, the stormtroopers who played in the three movies should
have been fired after their pitiful shots! ;o)
Note that these standard competences (Stubborn, Fast Fire, etc...) are in
fact very good as you don't have to create new ones from scratch when you
want to adapt new units to the system. It's quite impressive.
