        OK, you're not talking about disrupts (which place a
blast marker if you roll a 4+), but about those funky eldar
weapons... distort cannons? that need to roll over their
target's speed in order to hit.

        Personally, I would say use the doubled speed (in this
case 20cm) as the unit's speed characteristic, period, and add
any bonuses to this value, and not the 10cm base speed.
