Perhaps we could make disembarking from a transport part of the unit's move.
I think that 25% would be a reasonable amount. In the example above, it would
restrict the infantry to a 5cm charge. This would reflect the time that it
takes to open the doors, climb out, look around, and move. Just an idea though.
