As far as I know there are no sites that have the complete
E40k rules on them. It's not what you're looking for anyway, as
FL uses a mix of E40k and SM/TL rules, which are not detailed in
the manual for the most part.
The victory conditions in FL are similar to SM/TL except
that you count down instead of up - each side starts with a morale
total and whoever reaches 0 first loses. Each objective you hold
causes the other side to lose 25 morale points a turn (this is in
the manual). You also lose morale points when your detachments
get destroyed.
