Yes. Again, the procedure works like this:
1) Count up how much FP and how many SHWs you are firing at
then enemy.
2) Figure out how many Blast Markers this will lay.
3) Count up how many Blast Markers you are under.
4) Reduce the total in step one by the total in step 3.
5) Roll dice.
Thus, a detachment with 8 FP and under 3 blast markers will still lay
down an automatic blast marker even though you only roll dice for
5 of its FP. Same thing with SHWs.
