No no no... "mounting" just means the troops are sitting inside, that's
the phrase GW is using to indicate troops are being transported. Just
look at the IG, Marines, Eldar... all the standard troops have the
option of mounting them in their respective transport vehicle, which
means you don't need to waste support slots on the transports.
"Upgrade," on the other hand, implies that the vehicle/alteration
replaces/permanently augments the original unit. Eg, upgrade to jump
packs.

See above. Mount = transport, upgrade = permanent & can't get out if
