        Yup, I am an Eldar player. When I see a 75cm, 4+, -2SM shot,
I immediately say "Oh, that's a lascannon." Or, in the case of
dreadnaughts, who hit on a 5+, "I wish I could teach my dead guys to
aim properly." I tend to ignore the existence of the cheap Imperial
knockoffs unless they're aimed at my troops, in which case I begin to
worry as they always come by the dozen it seems...

The Leman Russ has a Battlecannon and a Lascannon. Since the
Lascannon translates into anything from an Anti-tank shot (Land
Raider) to 2/3 of a FP (Predator), it's not unreasonable to make the
Paladin have 2FP.

This is a reason to keep the FP on the Paladin at 3? You can
also compare it to the Imperial/Eldar Dreads. The Eldar dread costs
28. The Paladin has +5cm move, +1FP, +2 Assault. I think I agree
with you that 35 may be a bit low for the proposed statistics.

Sounds perfect. Once someone suggest the "save" ability, I
knew I would view any incarnation of Heavy Knights with save as
favorable. As I said, a 6+ armor isn't heavily armored enough to suit
my image of them, but this works quite nicely.

I have projects due all week, and then have to watch my cousin
get married this weekend. :( I'll try to get a game in on Sunday,
but you know how hard it is to talk people into playing on a Sunday...
