No it does not. I don't care what they said in the WD battle report,
unless they are explictly making a rule errata battle reports are
fluff,at best, ads for games at worst.

The Rule Book (the yellow one) states, on page 18, "Line of fire is
blocked by terrain features such as buildings, hills, woods etc but is
not blocked by other units."

The words friendly and hostile are NOT in the rules, just "other
units".
For what it is worth, most modern micro armor games do it the other way,
in that YOUR units block line of fire, but enemey units don't. This is
more or less based on the "avoid Friendly fire" effect.
