I upped territory VPS from +1 and +2 for minor/major to +2 and +4.
I've been thinking about adding an additional +1/+2 per turn for
keeping them. How would you work in the morale bonus to simulate
momentum? This is intriguing, I'm just not sure I understand how to
model it.

Up to an entire territory's worth of detachments can attack with one
attack. If you want to attack some at one territory, some at another,
that costs two attacks. We're still forming our opinions on this, to
be honest. There's a lot of waffling on the one attack=one detachment
or up to one territory issue. Once we resolve this through
playtesting, I for one will be relieved.
