This was my first impression also..

However. The revenant titan has a holofield and a starting damage
capacity of 4.

And (p.41 rulebook, shooting at war engines) "Each hit scored will
reduce the war engine's DC by 1 point.." so I believe that a damaged
phantom can also be dropped assuming it fails it's holofield save.
