There is no "perspective" involved with cover. Either a unit is within
a terrain piece or it isn't. If it is within a terrain piece then it
has cover. If it is not within a terrain piece then it has no cover.
Perhaps you are actually asking about line of sight? I believe that
orbital bombardment has line of sight to everything on the board; just
like a pop-up attack.
