Why did you arbitrarily pick marines on overwatch to compare with? In the
games I've played (and all have had marines, CSM, or some combination) the
marines aren't on overwatch that much.

Another thing you aren't considering is that you don't have to cc in the
assault phase. There is this wonderful thing called a firefight. Equal
point values of sentinels would hose SM in a firefight if you lined 'em up
and shot. Add in the fact that the sentinels are much faster, and you can
probably flank the SM and get that much better odds. I expect 2:1 would not
be unrealistic. The added speed is also somewhat of a defense against
getting assaulted, as you can hang back out of charge range and still be
able to assault.
I dont' have my book here, but it sounds like an armor detachment of
hellhounds with lots of sentinel support would be a wicked assault unit.

Cavalry has the same armor all the time; one better than the infantry it is
based off of. There is no charging required.

But they are slower (read: can't assault anyway), and sentinels can
firefight instead of cc, so there is no terrain you can hide from them in.
