Yep.

Yes, in both the movement and assault phase.

Nope. You can always fire, but the blast markers take effect by
reducing FP/SHWs appropriately. Take a look at the bottom of p.18 in
the Rule Book when you get a chance for the full scoop on the effects
of blast markers and required leadership tests.
