It does not take 100 years to make a US armed forces soldier.

I may be putting my neck out hear (Fame on).

Last week another 40K player told me it takes 100 years to make a
scout. With a WS and BS of 3 and Leadership 7, that isn't even a
marine. I don't think they even get Rapid Fire.

The human are part of a decaying Empire on the brink of destruction.
 They are using technology they barely understand and have reduced the
repair of machines to a religion. You get very little technological
innovation when to do so would be heresy.

If you care about fluff (If you don't, why read further), then 30
terminator stands without any other troops is a bit excessive.

        IIRC, the fluff says that there are over 1000 existing Chapters,
which
really isn't all that many, when you consider the immensity of space.
That's only a million or Space Marines. The US armed forces numbers
several hundred thousand, and that's one country on one planet...
