It's hard to be out of charge range when you're defending
objectives that are in the middle of the board. When you're
defending anything, really, considering the speed and proliferation
of bike (or similarly fast CC) units. There is no counter measure,
you just have to try and pin his stuff before it gets to you, or
to present juicy targets that you don't mind sacrificing and then
hope your opponent goes for them.
Also, advance fire occurs after the fact - many times your
opponent will have no problems losing his assault troops to advance
fire as long as he gets to wipe out your arty/tanks/titans in the CC
phase. And there's still the skimmer problem.
