I lean towards them being one-shot, since that helps explain the "2x"
part. But here's a suggestion for what it _could_ mean to specify
"2x" when you can only shoot one per turn. The damage chart lets
a tower weapon be damaged until repaired. Having two would let
you still shoot one as long as one was available. But this seems
like a stretch to me.
