I like it. Only a very small rules change. I'd suggest you submit it to
GW.

Techmarine - gives a save to any vehicle non-War Engine within 5cm.
Apothecary - gives a save to any infantry within 5cm.
Painboy - As Apothecary
Mekboy/Dragsta - As Techmarine (The Mekboy repairs, the Dragsta
prevents).

Cost ?? On the order of +25 or so. This makes them not very
cost-effective, which
I believe should be the case. It's for flavour, not.... that dairy
product.

I'd just allow Termies to be upgraded the way Chaos Termies are. Look at
page 89 of the Armies book:

Chaos Marine Terminator Unit ... 18 pts (Save) <also Rapid Fire, but not
stubborn>
Extra Cost to (any one of):
Upgrade to Khorne Berserkers ( Rampage, Assault ) +3 pts/unit
Upgrade to Noise Marines ( Heavy Weapons, Stubborn, No Rapid Fire ) +9
pts/unit

So I'd say Assault Termies cost +3 for Rampage and Assault, (ie Assault
factor 4),
Cyclone Termies cost +9 for Heavy Weapons (ie 45cm Range, FF 2)

No rules changes required.
