All right, Scott. BMs are figured before you modify your firepower because
you are assaulting, have blast markers, etc. For example, a detachment on
assault orders, with a total of 16 fp is firing at troops in the open. The
target detachment takes 2 blast markers (IIRC) for the 16 fp. Then the fp
are halved to 8 (because they are assaulting) to figure out how many dice
are actually rolled - 4 dice. The same thing is true of SHWs. You figure
suppressive effects before you subtract shots for BMs, assault, whatever.

Now, that being said, there is some confusion over whether blast markers on
the firing attachment are taken into account before or after the halving for
close assault. People have been emphatic on one side or the other, but I
don't recall anyone quoting a specific page.
