How about we adopt the earlier suggestion - that a popped-up skimmer can
see over _any_ terrain on the board, but terrain creates a "shadow"
equal to the height of the terrain that cannot be seen into even by
popped-up units? This will solve Erik's problem neatly, whilst
remaining quite simple and straightforward in execution.

Perhaps this could be forwarded to Jervis for him to consider it being
added to a later reprint / revision?

I'm also interested to know if the farseer at 75 points is a deliberate
design feature to reflect the rarity of farseers, or whether it's an
unforseen consequence of having the lists written by different people.
